There was actually a bit of vague grumbling about this in the backroom during the election. Some hinted that because the US is so active around the world the presidential decision affected everyone.
Of course no one would come out directly and say that people should be allowed to vote in countries where they do not hold citizenship. Theres no amount of spin that could make that position tenable.

The answer is obviously - Yes, in their own country. Admittedly I'm not a regular poster in the Backroom, but I can't say I've ever seen anyone say that non-US citizens should be allowed to vote in a US election.
