    Only if we can back date the fines for Americans not turning up to the voting booths in Australia...

    All RESIDENTS in a country should be allowed to participate in the local elections. National elections would require a citizenship.
    I participate in local elections in Indonesia and national elections in Sweden and EU.

    Only citizens of a country should be allowed to vote in that country.
