I second that; HRE is my least favorite. You start with a crapload of mediocre provinces, most of which are landlocked. You're completely surrounded, mostly by other Catholic factions, so you're virtually guaranteed to get ex-commed at least once every couple decades (if not more). And by the time your really cool units become available, you've usually won the game already.
