Hi shoenjumpman, and welcome to the .org.

Be patient, this is a message board so people come and go. I'm afraid I've never tried this mod but give it time and somebody who has might be able to help you out.

This mod and thread dates from August 2005 - patch 1.5 seems to have come out somewhere about December 2005 and ER stated he hadn't tried it on that patch (though he thought it might work) - unless anyone has it working on the later patched version I'm guessing it doesn't.

It probably wouldn't take a lot to fix - the conversion process is mainly going through known problems, but you'd need a volunteer to look at it.

EDIT: actually try what anelious phyros said
I just copied the imperial folder and called it Test_1, and it worked perfectly.
you'd need to start it from the Provincial campaign menu to do that though.

looks like it was probably designed for 1.2 - have just downloaded to have a look - its got the
    win_conditions
    land_owner 20 100
    land_owner 20 100
    land_owner 20 100
    land_owner 20 100
    land_owner 20 100
    land_owner 20 100
    land_owner 20 100
    land_owner 20 100
    end_win_conditions
section in its descr_strat.txt which is a give a way for that - it messes up later versions (also 1.3 wasn't around for long so not much was designed for that)

do you know which version of game you have when you first install - if you unistall and re-install?

though going back to 1.2 isn't generally a good idea it might be better to try and fix - if you have -show_err on shortcut and are using 1.5 the above win_conditions section should give you a "need two factions in world" type error - deleting that section will fix that problem

did you notice the post above saying this seems to be designed for RTW version 1.2?

as most people have now got versions upgraded to 1.5, it won't work for most people.

check which version of RTW you are running by going into the 'Options' menu and looking at the number in the top right hand corner.
