Pretty stupid policy. That's my favorite word to hear, ever, don't get me wrong. Still, children need to learn 'time and place' and school (recess aside) isn't one of them.

I am all for freedom of speech, but I am also for some level of maturity when using offensive words, a level of maturity that I am willing to gamble will not be employed in this situation. I myself swear to a slightly excessive degree, partly from working with construction workers and partly from being half Irish, but I have made it a personal rule NEVER to swear at an educational authority member, unless it was absolutely necessary (such as if said authority member made a tasteless joke about my political alignment, to me specifically). If you allow students to swear at teachers, however, they will, in general, swear at the teachers, and to an exess.
Edit: forgot to mention, the students should be allowed to swear at each other. As long as it doesn't get out of hand.

I'm pretty cool about things like this, but only idiots curse at teachers. Being able to curse in class is fine by me (and we should be able to, but I'm not about to test it in most of my classes), but not at the teacher, especially the f word 5 times! That's just dumb.

A teacher should have control of their class and the respect of their students. Good teachers will and crappy teachers will get cursed at. But if a teacher is given no authority to punish, it will be difficult to maintain respect. It doesn't matter how intimidating you are, if your students know they can curse five times and you can't do anything about it, and that even if they curse fifty times all they'll get is a "talking to", you're in a weak position.

And on your home schooling issue, please...please, these kids barely show up at school 50% of the time, how can you expect them to be homeschooled? Their parents seem either not to care or simply have no control
This 'idea' should be discouraged for no other reason than the teacher should be teaching not keeping tally of who said what.
As someone said before. If a swear word slips into a conversation, perhaps reprimand if severe but otherwise let it go.
