What's the maximum number of factions allowed?

You can't add any factions, so the most allowed is what is already in the game, 21. That includes the rebels and the roman senate.

That kinda limits the Byzantium mod.

CA's rep, The Shogun, has already said that there are going to be no changes to existing Hard Coded limits.

Realistically, though, when you look at the number of units, animations, skins etc. that are needed to COMPLETELY scratch build a full set of units for 21 factions, that is a LOT of work. I would worry about the faction limit when you have made 350 or so new units and need more

Besides...there are tricks to get special units in if yu want to represent your extra factions as part of the slave units for example. Set up a special resource at a particular town, and make a unit only recruitable there. The 'slave town' effectively performs the function of a minor faction that way.

It really depends how badly you need extra factions and how creative you are willing to be
