My first thought was that this was a motto of the US Navy Seebees (construction/engineers). An internet search yields a variety sources. The Seebees was the most common designated source of the quote, but others attributed it to the US Marines, US Air Force and one site listed it as an arabian proverb. I'm still inclined to go with it being a Seebee motto. There is always the possibility it was borrowed from an earlier source though, but the shoddiness of the internet search results leaves me wondering what would be an authoritative source.
