I think that it would more historical if there were no other Roman factions at the start of the game except for the SENATE.
After having conquered the Greek cities,Gaul,the Macedonian kingdom,Asia Minor ,Carthage and Spain,then the Roman generals could fight with each other and the player may be asked to choose the family that will back up.
Until then the Roman families can exist within Rome and strive for political strength and military power.They can give good generals to the SENATE.
The civil war would take place when the above regions have been conquered.
Until then,the player can control either the Senate or the Populi of Rome.

Yes I have recently tought of this in using the BI expansion so the player could start with one roman faction and by the 10a BC or when Romans will controll at least tree foreign provinces of east west and north then may be couls start the civil war..... I think that this could be really better ..... I am planning also to see if is possible a script that allows you to choose at the beginning one roman family from several available .....
