Problem in Photoshop 7.0

O.K i'm editing the Map_regions.tga file using the Photoshop 7.0 trial with the Nvidia DDS plugins and whenever I drw out or make a new province it always fades at the edges (i.e- Like I draw a round white circle on a Purple province the edges would be tinted purple!!!!! each province is supposed to be 1 color...or else the program will mess up!!!! please any help would be appreciated

That's because anti-aliasing is on, you need to uncheck the box near the top of the screen that says "anti-aliasing".
