The Senate is, for the most part, playable. But is very, very buggy and unstable. Some buttons aren't meant to be clicked, too, such as the "Senate" button for the Senate faction.

All other factions, including rebels, are more playable; though rebels aren't that stable to play, either.

The file you need to change is called descr_strat.txt
