Is reporting "bad" posts whining?

Well in all honesty I don't read every thread and so I need the reports to help me see the bad posts.

A normal response is to give a poster the chance to read a PM and self edit.

Then if they fail to do so the moderator steps in and hands out a warnings as required.

Try the concept of charity and see the post in the best light. If even under that light it is bad, report it. If you don't get satisfaction, well I tend to rant at that point and hit them with villiage people smilies... but then again I never said I was a model mod.
