Actually, we won't reveal very much about it just yet. Still, we have mentioned that unit recruitment is heavily dependant upon it, and some of our biggest problems has been to try and get the AI to be able to use it correctly. One other thing is that there isn't 'one' system really, but a multiplicity of them. The decision of what type of government you decide to install in newly conquered provinces will be up to you, and it will be totally faction dependent, and also will give different factions different bonuses. There are still some kinks, but we are trying to work them out.
