Why would you need to build whole new armies? Just keep using them as normal and instead of retraining them, merge the units and replace lost ones with the new equivalent. You can also use the partial units/depleted armies as fodder/frontier garrisons. You don't have to go replacing all your units.![]()

Actually I'm quite happy when I reach this stage, for it means better quality troops. That's not as if you could go bankrupt with the Romans. As Murmandamus suggested, merge units and use them as garrison.
