Tokugawa clan ... ?

Takeda, Imagawa, Hojo, Oda, Uesugi, Shimazu, Mori ...
Hey, where is the TOKUGAWA clan ?

I just want to know why we can't play as Tokugawa clan, although
Tokugawa Ieyasu exists in the game (as an Imagawa general).

Why, in a game about the Sengoku Period, we can't use the historical
winning clan ?
Strange no?

Mostly because the Tokugawa clan were considered allies of the Imagawa clan up to the point Imagawa was killed by the Oda clan. Also, in case you haven't noticed, there were a lot of clans that were quite powerful at this "stage" in the game that aren't represented by Player Control, but are still present as Ronin provinces (ever wonder how a Ronin general starts of with an Honor 5 before you've even made move? That's how.)

I believe if Tokugawa becomes Daimyo, then the Imagawa changes to the Tokugawa clan.

Yes, that's what's hinted at in the text files. According to them, Oda also becomes Toyotomi if Hideyoshi takes over. But does this really happen? I've never delayed long enough to find out (I tend to be tremendously lucky when it comes to keeping the daimyô alive).

Yeah...I always favored Chosokabe in the old 'Nobunaga's Ambition' game. That'd be a fun one in the west!
And in it you could start as Tokugawa in the province of Mikawa. A meld of the two games would be a fantastic winner, imo.
