It's Tilted Mill, who made Children of the Nile, and who had made Caesar III, Zeus/Poseidon, Pharaoh/Cleopatra and Emperor: Rise of the Middle Kingdom under Vivendi Universal.

I'm pretty happy. I can recognize it all in those shots, and yet it looks so sparkling new. Diagonal roads and no more road-blocks... Finally the cities are going to be more logical in their construction.

I deal in realities... That is pretty far out for now, so I won't hang my hopes out for it. Rather I like to see what I can get here and now or in a near future (which is why I care about mods).
