Does not having enough population prevent you from building? If so, what level of population do you need? I have one settlement I just conquered that has only a little over 400 people. I have a governor and lots of $$, but I can't build anything there. And it's not that buildings are "greyed out" on the construction screen; they just aren't there...

If you have plenty of money why don't you bribe some of your enemies' family members? In my last game I recruited three generals from Gaul and they where excellent in the field.

Quite possibly the settlement already has the maximum amount of buildings constructed for it's settlement level. At 400, there's not much of anything you can build except maybe a farm, a trader, and a few other things. Wait until you hit 2000 population and build the keep's upgrade, and you'll unlock a lot more stuff to build.
