BI: Loyalty

Sorry if this has been asked already, but the search feature is really not very good.

Anyway I just wondered if the "loyalty" rating for Roman generals that came with BI could somehow be applied to all factions. It is a feature of MTW that was for some reason missed out in RTW and I think it should be in the game for all factions, not just Romans. I hope it is not "hardcoded".
