    Who knows under what circumstances the white huns and the moors appear in the game ?

    They don't.
    They are factions that are scrapped in development.
    If you see that text file they're entry is added before April this year. And file has no entry for lombardi, burgundi and roxolani.

    I guess, developers removed white huns and moors, due to maxmim faction limit, so they could add those new factions to will north of the campaign map.
