As for your question: yes, many players recommend the tactic you mention, though others consider it an exploit. Keep in mind that the size of the rebellion depends on the number of troops you have stationed as garrison. Small garrisons give tiny rebellions, huge garrisons will beget even bigger rebellions. Recommended area's for trying this are Portugal and Lithuania because they are very prone to unrest, though Ireland is more rebellious then most other provinces.
