rebel frequency

I apologize for my ignorance, assuming this should be easy, and also in case this was asked before (did a quick check but couldn't find it).

In the link below it's being said that you can now (post-BI) mod the frequency with which rebels appear:

actually, that's very helpful. I am anything but a modder myself but I should be able to figure this out now.
