Well it was always so anyway. Mainly intense clan competition was there to keep "normal" VI (esp. steppe) games going after the game started getting old or there was no waiting for an expansion/further patch -though there weren't anything severely annoying issues to resolve in the first place(that is mp-wise after 2.01).
Ofcourse nowdays I'd place the lobby numbers close to 70-80 during peak, with the only truly unaccessible games to those not having more than 15 minutes to spare, are the NTW and MTW ones, so that places the estimation more towards a maybe optimistic 40-50 . Also do remember that due to the Knights of Valour competition, participants often host practice 4v4s which get quite quickly filled up when there's activity around and it's not unusual for the odd player or two or three having to wait more than 20-30 minutes, given that 1v1s and 2v2s were never very popular.
