Alright suppose I want to give each faction 1 territory and they're all grouped together. How do I do this? I tried editing the starting territories in the startpos folders but that messed everything up for me.

I'm working in such a mod. Already done, just needs testing & tweaks(Spain is uberpowerful). In the early.txt (renamed not to lose the old one), you can assign starting provinces of agents. "makeunit", they call it. Agents CANNOT begin in neutral zones. So move every agent in the important zones, and it removes the bug.
