The reverse is true.
Most units have value 1.
Artillery and other 'special units' (Naptha throwers) have value 2.
Crappy units (Peasents, Almoghavers) have value 3.
The principle being, the crappier units must kill three times as many enemy as standard units, before they get another honour point.
Note this value is only a ratio. The actual number of kills required to sep up homour is a bit more complicated (depends on unit type, whether they are elite, number of casulaties sustained etc)
