EDIT: One thing I would change (and I still hope that this might actually change in the coming years) - bundle the election dates for the federal parliament and the parliaments of the individual states in Germany, so that there are only e.g., 2 big election dates in a 4-year period.
As it is now there is almost always some election campaign going on on either federal level or in one of the states and the politicians seem too afraid of messing up any of these election, so that they are less willing to make unpopular decisions.

Why perhaps one should not ask why, but why reform it in the first place. The House of Lords used to (and still slightly is) not be about politicking. The parties would not make jibes at each other like in the House of Commons, speeches would be calm, collected, not emphatic, or filled with meaningless statistics. They would do their job -- scrutinise legislation -- instead of bickering like a bunch of school girls. Restoring the hereditary peers is simply undoing the reforms. And besides, it is a nice quirk of a nation if one is granted a seat in parliament simply by birth right.

Sorry if I sound a bit pigheaded mate but why have it at all? Ok, I understand the tradition part and yes, it is a nice quirk. But what happens when you get an unelected idiot (we have enough elected ones already) or better still a whole bunch of incompetant unelected idiots in the house of lords? And I'm not sure their birthright makes them any better at not squabbling like little girls.
