Default Any way to get RID of this?

I was wondering about why cultural penalties are in the game. Also I am wondering if you can get rid of them the same way you can be a non-playable faction like pontus.

First off the Roman Empire had an AMAZING AMOUNT of cultures in it. Doznes of modern day countries wre once parts of the roman empire. Even though cultures change and such the Romans really never persecuted people because of their culture. Although Christianity(romans thought Christians were traitors and cannibals) and human sacrifice religions and the cult of dionysius were persecuted.

They of course exterminated Samnite culture, and Carthaginian, and of course the celtic druids who they completely wiped out...and pretty much anything else that they considered a threat. Persecution of the religious intelligentsia, with assimilation as the goal.

Regardless of whether or not there was organized persecution, there was lasting resentment to foreign cultures dominating an area. It fades with time. That is what the game attempts to represent. In RTW this is done by building new structures, and advancing to the next city level. The cultures that get the shaft are ones that don't have higher level administration buildings, because they get unrest that can never be eliminated through population growth. (It's sort of a "no going back" syndrome.) If anything, Rome has it easiest in this regard. They can build all of the higher level buildings.
    Rome Total War, it's not a game, it's a do-it-yourself project.

What I want to know is, how can you edit it so that palaces can be demolished? This will help eliminate a good portion of cultural penalty because, more often than not, you will be stuck with a Roman palace as a Barbarian (or vice versa) without any way of upgrading or tearing it down until your city grows (and woe betide those who conquer a city with 24000 people already in it).

Yes! That was a great feature in MTW, razing a province down back to stone age. In antiquity, demolishing of city walls was a common way of punishment. Septimius Severus did that to Byzantion, another one to Khalkedon and others to elsewhere...

Although if you do mod it to be able to demolish the palaces then you will get 0% happiness, no matter what other buildings you have in there, once you blow up the palace.

I don't believe governor buildings can be modded to be destroyed, even destroying them on the battlemap doesn't eliminate them from the settlement.

I remember getting some odd effects when editing the campaign files to increase starting population sizes in 1.2. If I added too much population *without* adding the appropriate administration structure, then *no* administration building could be built in the game. Needless to say, that is not the effect I was going for...

They need to be modded so that all buildings can be attacked

Then tell some onagers to blow them to pieces
