I don't believe governor buildings can be modded to be destroyed, even destroying them on the battlemap doesn't eliminate them from the settlement.

I remember getting some odd effects when editing the campaign files to increase starting population sizes in 1.2. If I added too much population *without* adding the appropriate administration structure, then *no* administration building could be built in the game.Needless to say, that is not the effect I was going for...
