Senate starting attitude & Naval Blockade Trigger

Heys guys i have asked this at the RTR and TW Centre forums but can't get the answer I need.

Does anyone here know which file contains the starting Senate attitude to each of the 3 Roman factions found in the Senate Floor Tab. I basically want the factions to start on different levels, instead of all starting on the same level?

Also i am trying to get the naval blockade trigger to work so that a message pops up either in BI or RTW but can't seem to fix it.

Can someone help with this if they have done it.

Text/senate.dscr contains all the info on the senate.
