Okay. I am still fumbling through my first RTW campaign, playing as the Scipii. I have read Froggy's most excellent guide, and it has certainly made life a lot easier for me. One thing she points out is that the maximum happiness bonus that garrison troops can give to a city is 80%. But I'm not sure exactly how many troops it takes to achieve that magical 80%. Anybody know the answer?

Just a rule of thump: You get 80%, if there is one soldier for ten inhabitants in the settlement.

The larger the city population the more troops it takes to get 80%

The simple formula is 1 unit of peasants for every 1000 people. It's not precise but close enough to get you the 80 percent. If you want the exact formula and more detailed information do a search in the ludus magna.
