I need it for reference modifying the victory conditions in my own game.

there is one in RTW/BI/data/world/maps/base in tga-format that shows the regions and capitals and ports, however no names.
If you can print it out while stretching it to 'full page/landscape' , you may be able to 'handscribble' the names into it - the region_descrc..txt file is in the same folder.
Not the most 'elegant' way, but I hope it helps...

There is one already, I´m just not sure right now where I found it. Take a look in the download section of TWCenter, I think I found it there, and one for Mundus Magnus.

There are some excellent maps here. Faction names for BI are in Hungarian but other than that I find them ideal.
