    Default Compelling Interest in Constitutional Law

    I've been searching on the internet for a bit now, and I cannot seem to find when SCOTUS developed its rules regarding "compelling interests" as exceptions to certain rules in constitutional precedence. Specifically, how did the "compelling interest" ideas come about and when, viz what is the basis for such exceptions? How does one demonstrate a compelling interest?
