What am I doing wrong ?!?!

After you originally capture the province you must retreat to the castle or
fortress to get the points . After this I usually use another army
or troops from elsewhere to control the province. Just make sure you have
just the right amount of troops retreating to the castle, so none are wasted
or lost. This works every time and you'll get your points . It gets
easier after the very first province, because after the 1st one you have a
place to retreat your army, leave some in province #2 fort and collect the
points for #2 also. If there are any other questions just let me know.

I think it was. I have VI and have no problem getting the GA points immediately upon conquest.

Yes... I remember this as being an issue in my original vanilla games... and it really annoyed me alot. I mean alot. Because it took me forever to figure out how to get the points.
