Epistolary Richard's modding Rules of CoolCool modders make their mods with the :mod command line switch
If they don't, then Cool mod-users use the Mod Enabler (JSGME)

Note* Two major pitfalls of large maps.
1.AI turn slow down.
2.Ten and Twenty battles every turn is not much fun.
WarMap does not have these two game breaking elements.
This is where I started and I would recommend to anyone who wants to learn
how to make their own map.
