I wanted to test the Civil War for some ideas I had for an alternate campaign so I have copied the entire Imperial Campaign to make a Provincial Campaign called "Civil War Campaign." The only editing I did other than obvious campaign name changes was the starting core attitudes and diplomacy for the Romans. I set all four Roman factions to the "at war" settings as specified in file comments. All three factions were outlawed multiple times at the start of the campaign.

I've noticed some other problems with the provincial campaign that appear to be structural in nature...but I'll save that for later.

What seems to have happened is that while I artificially created the civil war, my popularity with the people was not high (very low.) So if I accept a ceasefire from any of the Roman factions, they are allowed to attack me but without declaring war, but I can't attack them. When I try to attack on land/sea or siege/blockade I get the box asking if I want to attack a "neutral faction" (one that is blockading my ports and sieging my cities at that very time), but the yes option is grayed out. The message says my popularity with the people is not sufficient to attack Rome.

I'm right now forming a *wall* around the Scipii with troops to keep them from escaping without a field battle (hoping it will create a state of war, don't really care if I win or lose the battle.) I eliminated the Julii and Senate after this problem first appeared. So now the Senate tab is gone, and I can't check on my popularity, but nothing else has changed. The Scipii have turned into a Geisha attempting to reach my cities. I was powerless to save Croton, but the presence of my large army there is resulting in them accumulating stationary stacks next to mine. And the stupid Carthies won't take Scipii's Messana containing 2 or 3 units, when the Carthies have a full stack on the border.

I tried accepting trade rights from them and later offering an alliance, but it didn't work. I cut off trade rights to reduce their income (we had lots of trade...but I don't really need theirs, while they seem to need mine.)

Granted, this came from modding, but the extent of the mod was rather small and focused.
Something to keep in mind. It might not be an issue at all in a regular campaign. I was going to try to create a shortcut Civil War campaign for variety...but it might have some issues.

Why are you going to the com? I have that happen to me before to so now I just let the war happen the it is supposed to.

Mainly going over there just to see what other new stuff is being found, trying to flesh out the sticky thread for 1.5.

Have you tried using a diplomat to inform the Scipii of the cancellation of the alliance? IIRC you could use this to trigger the civil war early in previous versions of RTW, so it might still work.

I can't do it as we are not allied. I can't declare war, and I can't make peace (they won't accept.) The interesting part is that they will attack my cities and ports, but they will not attack even the tiniest field army (a lone town watch that I landed in Messana right next to them. It looks like they might also be prohibited from certain hostile actions, but not others.
