    +8A/+4D is indeed much, but it is fortunatly independent of command. The command bonus for the computer is also +1A times the number of stars.

    So if I want to test a 1 on 1 with 2 units (for MP play), should I do that on easy/medium?

    Medium. I think that on easy the player's army gets a bonus.
