It seems a wrong-minded idea to me. Apes are not better soldiers than humans, and stupider humans are not better soldiers than smarter ones. Perhaps they would be easier to coerce into base industrial servitude, but I don't know-- humans have always worked pretty well for that, with the proper degree of ruthlessness.

Basically Stalin ordered a chief scientist Mr Ivanov to develop some super soldier, that was attempted in a breed between men and apes. He was sentenced 5 years of imprisonment because of his failure.

Yes, and he spent those 5 years in a cage full of apes - assuming that he could do a better observation close to them. Breeding was actualized but it was only Mr Ivanov being left dead..Ahem..
