Nikolai I Pavlovich, Emperor of Russia and King of Poland has issued the following from St. Petersburg:

Construction will begin on a economical overland trade railway to China.

New trade incinitives will be offered to all friendly European nations.

An increased industrialization program and natural resource exploration shall begin.

An increased military industry, and grain exports shall be prepaired for trade.

Civil Changes are as follows:

A new civil law code which shall promote more human rights throughout the law.

A new system of local ministers so that complaints may be lodged to the government, and may be resolved if applicable.

A new military service incintive package to all men serving in the Emperor's Army for a period of 7 years or more.

A National program to increase the citizens health.

Education Changes are as follows:

New foundations for advancement in the study of the math and chemistry.

The setting up of education in cities of 15,000 thousand or more citizens.

A new military and navel combat advancement and study center for the furthering of military technology and its art.

Also a new anti-revolutionary propaganda campain has been started
