    Err, how is it not a bug that Carthage has a very weak economy? I thought that historically Carthage had a very powerful economy. Maybe I'm wrong, you're the experts.

    Carthage has a comparatively strong economy, regarding the other EB factions. Every single faction has problems at game start, on purpose. Feel free to disband some units, especially the navies, if you are not going to use them.
