Even though you have a spy there my guess is that he's currently sitting in ambush a little to the south of your spy. The Romano-British generally spawn with only 1 stack of troops. Keep moving your spy around to the south of where he currently is and I bet you'll find them.

Actually they are a little north of the spy. I always play with the remove_fow cheat active and they spawn at the base of the mountains in Wales. The north west foot of the northern mountain in Wales IIRC. Just cause you can't see them now doesn't mean you won't. They are a tough army. High level general, loads of British legions, and monks for support as well as Sarmations and Graal knights.

Mind you, in my Frank campaign the buggers spawned when the garrison of Londonium rebelled away from the WRE (thanks to a lot of my spies spreading filthy lies in the pubs). So the entire faction consisted of the rather unimpressive garrison and Londonium, which I in any case laid siege to the very next turn, and duly perished ignomiously...

I and many others around the world are of the strong belief that the universe was created by a Flying Spaghetti Monster. --- Proof of the existence of the FSM, if needed, can be found in the recent uptick of global warming, earthquakes, hurricanes, and other natural disasters. Apparently His Pastaness is to be worshipped in full pirate regalia. The decline in worldwide pirate population over the past 200 years directly corresponds with the increase in global temperature. Here is a graph to illustrate the point."
