hi, apparantly these cities don't revolt no mather how low public order is. In a parthian campaign I have conquered all three of them and manage to keep them in my possesion for well over 20 turns now while public order is 0 - 20 %.

their faction creator is baktria (who would they rebel to if not baktria?). and the faction culture is pahlava (to give them the eastern look), so they get a boost from having them as the same culture - but I've no idea why they aren't revolting with numbers that low.
