What version of the game was this campaign started/played on and the difficulty level? It's unusual to see Numidia and the Seleucids survive. Also in the latest version of RTW, the other Roman factions are very much more aggressive and I'm surprised they haven't got more territories each.

I'm guessing by this stage the AI Roman forces will tend to have lots of onagers and ballistae wasting space in their armies. A well balanced army will see them off without too much trouble.
    I'm playing easy

Yeah I've played a little more and since I'm on easy there's not been any blockades. One weird thing is the Gauls, I wiped them out in Europe but then they suddenly popped up in Asia, out of my reach.

I had an army in Spain so I finished them up and now hold the entire peninsula.

I now hold three African provinces and have a couple of stacks that should expand on that. The Scipii force there is not very big, and iv kicked them out of mainland italy. My plan concerning Scipii will probably be to hit them for six out of Africa (excuse the Monty quote) then all being well push forward into Sicily.

However my main concern is I barely have a full stack on my Brutii controlled Greek borders and they have 3+. They have taken Salona and sieged a neigbouring province, unsuccessfully though. So yeah, thanks for suggestions, I think I can wipe out scipii without losing to many troops. Brutii and there rich cities will be slightly more difficult though.
