In all their descriptions, they are said to have all iron javelins which sound as if they should be armour piercing but they are not. Is this an error or done purposefuly?

Whether or not this was intentional or not, playing as Carthage I have been on the recieving end of scutarii and other iberian units' javelin throws, and I can tell you that they can be pretty devastating. My extremely armored (sacred band) General's Bodyguards have been given a nice surprise every time I slam into a unit of iberian light infantry. Volley after volley while I am engaged can be costly. Personally I would say they are very effective, even against armored troops, as the stand.
