Default Starting Fleets- Shooting AI factions in the foot?

Yay my first post! I glanced at the existing forum topics but didnt really look too hard so if this has already been brought up i apologize. Anyway to get to my point. So far ive played 3 factions that begin with coastal cities; Casse, selukid, and roman, all three of these factions started with fleets. Fleets as im sure all of you have noticed are VERY expensive, as they should be, and with all three factions i disbanded my fleet on the first turn so as to free up income for more important tasks such as expanding cities and raising armies. My question is does the AI also disband its fleets or does it keep them? Taking into account RTW's infamously lackluster AI it wouldnt surprise me if it didn't, and if this is the case wouldnt it make sense to not give any factions starting fleets? Why hamstring the AI factions from the start, they have enough troubles as it is.

in all my expereince playing rtw i dont think the ai ever disbands units. I allways come up against stupidly small remnants etc.

    Yeah, I've noticed that too.

Does anyone know how to get the AI to retrain it's troops instead of keeping these pathetic little remnants?

The AI factions get plenty of money to make up for not disbanding fleets or beaten up units, so don't cry too much for them.

Ah! the Generals! they are numerous, but not good for much (especially if they're Languorous)!

I believe the only way for the AI to actually lose money would be to run a natural deficit of over 15,000 mnai per turn. Don't worry about its finances.
