A question concerning sabotage

A question concerning sabotage, I am up to my neck in hot water at war with the Germans playing as the Romans. They have just destroyed my ability to recruit all Roman troops in two main cities it takes about 9 years to rebuild which leaves me with just Rome to produce troops. Now I may be just bitching because I was caught on the hop but it does seem slightly excessive that sabotage can remove a substantial ability for the Romans to produce and retrain troops for nine years.

Edit: If they get Rome I’ll be fighting with my Diplomats
