How to play with all civs in 1.5?

I tryed to substitute the data file in imperial campaign and the game don't start..... maybe something changed in patch..... Anyone knows how to play with non playing civs?

I had the same problem. The trick was to give each faction a description. Unfortunately I can't remember what file that was in, sorry.

I did the trick in 1.3 then patched it, and it still works just fine without adding descriptions.
