I don't know if this has anything to do with anything, but I was playing regular old vanilla RTW and the rebels offered me a ceasefire.
Someone had said that this was a problem EB was having, perhaps it is just the game itself, and not EB?

All rebel diplomats in all mods and vanilla can offer you a ceasefire - but it's only in mods where the rebels tend to have any money to recruit diplomats. If there's one in vanilla it may be the rebels managed to recruit one early - or perhaps it was from a defeated faction.

It happened again actually, its wierd because there have been no faction deaths lately, and only 7 players are left. There have been some rebel uprisings.
