There really is almost nothing you can carry in the UK, IIRC an offensive weapon is anything designed to be or whjich you intend to use as a weapon. So you can be convicted for carrying even a perfectly innocent object, if they can prove that in fact you were intending to use it as a weapon. Kubotan key chains could get you in trouble if a copper recognises what it is (designed as a weapon) but of course having something like a short cylindrical metal bodied torch in your pocket is perfectly fine so long as you remember that you are planning to use it only as a light source, officer. What, you mean you could put it in your fist and hit someone? Well I never knew.
