    Default Carthage's immobile army

For the past few decades, Carthage has done absolutely nothing. When I turn off fow, I see the reason why.

They haven't moved for a long... long time. They have a nice rebel city to take, the last on the continent to the northwest, but no deal. Perhaps keeping a buffer zone between them and Iberia, who incidently they are at war with? Considering that the AI isn't that smart, I figure it's more likely a bug than clever tactics.

Whoa... What a mess the East is. And I pitty the factions that have to fight the Ptolemaioi...

I wonder why Roman AI never bothers to attack the small Islands of Carthage or the Mainland of Carthage.

In all my campaigns. It's back and forth between Carthage and Ptolemaioi. Neither advance much. Every once and a while a Carthagian settlement on Iberia will rebel back to Carthagian rule and Carthage will fight the Iberians for a while. But Iberia always takes Spain in the end.
