Does the ai cheat?

Regarding the AI seeing the whole map, I'm pretty sure it doesn't. In 1.5 I brought an army into the north of Sardinia. On the next turn, when I used it to approach Caralis(?) I got a transgression message from Carthage. It's pretty clear they didn't know what was going on when I was in the north of the island.

I just conquered a rebel region in eastern edge of the map. I"M playing Pyrrhus still with RTW 1.2. The next turn, I have a rebel leader within seeing range. I go to get him with a few troops. This region has no backsmith, no armourer, and I run into Armoured elephants. Needless to say, I got kicked all the way back to town. Now, that's a cheat.
