My biggest fear is that if countries refuse to develop such things they'll not even know who to deal with the threats of others creating them. (Sort of like the UK and USA don't of course manufacture biological or chemical weapons - our labs only work hard to disarm them... of course they have to make them first...)
Although definitely Sci-Fi, facing a foe that can either give its soldiers a compound that removes fear or develops soldiers that become complete psychos when a certain dietry additive is removed is I would imagine one possible endpoint. Designer plagues aimed at certain ethnic groups is of course another.

Much good can come from cloning and genetical research, but even more bad things. It's difficult to formulate a law that effectively allows the good parts and prohibits the dangerous parts. As long as that obstacle remains it IMO seems logical to prohibit the whole thing. Just imagine how the value of human life would decrease if it was possible to clone and genetically modify people. Already plastic surgery and makeup has dangerous effects to self-esteem, indentity and respect of life. It's not just a myth that some scientists are working on cloning actual human beings and perform similar very unethical and dangerous things. So while the decision might be caused by religious values and way of thinking, there's scientific and humanistic argumentation for the decision.
