Ceasefire with Eleutheroi?

I have just been offered a ceasefire, by the Eleutheroi, or rebels. have this happened to any1 else? for some reason, a diplomat popped up in Umbria and offered me an ceasefire

Yeah, it can happen, because the Eleutheroi have enough money to recruit diplomats. It's considered an exploit to accept a ceasefire from them, though, because it applies to all rebels on the map, not just one sub-faction.
